Dictatorship and lacking legitimacy regimes share the use of populist discourse in order to cover up their apparent defect for anyone with insight, However, people of our region often fall into the same trap every time they hear this speech. We may understand this in terms of the decades-long deprivation of the citizen's ability to obtain his basic needs easily, as it is his right. This situation psychologically qualifies him to deal with populist discourse in more sensitive and serious manner. Perhaps he will get what he is entitled to in the first place and end his exhausting path to obtain it.

The faith of politicians is political. This sentence was repeated to me several times by the Palestinian poet (Tamim Al-Barghouti) while he was talking about the connection between religion and politics, where politicians always resort using everything religious to gain a temporary status, which guarantees them the minimum level of jumping from the circle of their inability to convince people of a real project that develops their lives.

During this year, the Government of National Unity issued a decision to establish the Marriage Support Fund, so that this fund gives a financial value to supporting marriage. Its value is 40,000 dinars, divided between the  married couple, so that the marriage contract is the document that achieves the intended purpose.

The government justified this step by saying that it wants to make a change in the lives of young people, so that (condolence tents) turn into (wedding tents) and that all the values that are changed in this context, which reached (2 billion dinars) are out of preserving the youth segment.

After the government completed its big wedding in announcing the Marriage Support Fund, a letter came out to us from the Supreme Judicial Council advising the government not to go in the direction of this decision in its announced form, the letter that came out  from the Supreme Judicial Council gave advice to the government if it wanted to help young people in this context, , to make it over five years so that there's an opportunity for everyone, and (marriage of convenience) does not happen, which will lead to an inevitable result, which is an increase in divorce cases in the courts

The letter of the Supreme Judicial Council did not agree with the main objective that the government seeks to implement. Whereas whoever carefully examines the government’s decision, it will be noticed that it has bypassed all the warnings that were presented, whether from the judicial authorities or through the societal debate that took place, Because what interests it mainly is the (quick shot) through which the government tries to prove its  close to  people and thinks about their concerns….

We conducted a number of discussions with a group of lawyers to try to understand what is happening, especially in the midst of a clear increase in the percentage of divorce cases in society after the government’s decision to establish the Marriage Support Fund. It became clear from their words that there is an estimated annual percentage increase in the percentage of divorce cases in Libya, and this is normal and is usually linked to an increase in marriage cases and an increase in the percentage of the population. Also, the economic conditions, the security situation, and the problems that accompany the state of instability that Libya has been going through during the past ten years, but at the same time, there was a consensus in their conversation with us that the definite existence of an increase that exceeds the expected percentage is something that cannot be hidden.

They inferred their connection between the government’s decision to establish the Marriage Support Fund and the significant increase in the percentage of divorce cases, which is the increase in cases of "divorce by mutual consent," where you find that during one week in one court, for example, there are no less than (10) cases of "divorce by mutual consent,", And when adding this number with the rest of the courts, let’s say within the capital range, Tripoli, let’s take, for example, (Souk Al-Juma’a – Tajoura – Janzour – Al-Madina – Abu Salim), we are talking about (2400) cases of divorce (by mutual consent) per year, and we do not forget that we are talking about one type only from divorce, We leave it to you to imagine the full number of divorce cases in Libya.

The psychological, social, and economic damages caused by divorce in a closed society such as the Libyan society, which outwardly sticks to its inherited habits and possesses a set of prejudices that it extracts from the pocket of its turbulent value system, is enough to put us in a clear perception about the disastrous situation of the full picture.

We always say that the government's real tasks are how to develop the living conditions of the citizen, how to reform the health and education systems, And put in place financial policies to create a stable economy, and most importantly try to reduce the intensity of the fighting in Libya, and how to protect the rights of people from loss, and to leave the task of deciding whether to marry or not to them, Whoever thinks today of establishing a family, naturally, will think before that how they will live and from where? For the government to answer these questions, before giving (a rope that will suffice his soul and the soul of others).

 

The political authority often only cares about the permanence of its general position in controlling the decision, regardless of the consequences of its decisions on society. This is what the history of our country and our entire region says. That is why we always say that our awareness is the only fortress that we must adhere in order to stand against any decision. We see that its continuous results will not be in our interest, as any political authority, no matter how long it takes, is inevitably fleeting, but the results of its decisions we and our children are the ones who pay the price for it, so let us hold on to our memory more than our adherence to the grant of marriage !!
