On September 20, 2022, Audit Bureau published its annual report for the year 2021, including financial violations in the various executive and legislative organs of the state, many of which rise to the level of corruption, and some of them are even criminalized in other countries that follow the approach of financial transparency and are governed by strict laws, however In Libya, the report and its transgressions and violations are nothing more than a rich media material that the media circulates for days and perhaps for weeks, and every one chooses from it what offends his opponents, or the report becomes the focus of the public’s conversations at their various parties, funerals, nights and queues, then it soon folds as the previous reports before it and the corrupt continue to practice systematic and legalized corruption, not because the hand that enforces the law does not reach them, but rather the law itself falls short to perception them, not Because of their power or enforcement, but because what they do of corruption and criminality against public money is not criminalized by law.
The Audit Bureau report reminds me, when it is issued every year, of the popular proverb that says (loose money teaches people to steal); When money is available and the ability to get it in the absence of legal oversight or legislation that protects it; It becomes absurd to ask the official to be chaste and honest, rather he is expected to be corrupt, how when the law is not only does not guard public money, , and even encourages thieves to plunder it openly during the day with documents and papers without inciting them.
Ministries and state institutions receive financial values each year called the operating budget or public expenditures, and the authority alone has the right to determine these expenditures, and its management has a wide discretionary authority to spend them without accountability or supervision, this is a wide door to corruption through which the Libyan official can become rich - and he does - without the hand of the law reaching him because what he does is not contrary to the law ,expensive phones, precious watches, luxury cars, and luxurious furniture are running expenses for the administration or the ministry, which has the right to determine and spend on them, and it alone has control over this exchange , if we assume that the ministry bought a set of luxurious expensive phones, for example, to be given by the minister to his guests; These phones were valued at inflated prices, and then the purchase process was documented by authenticating the receipts from the (General Tax Authority), what the minister and his ministry do that contradicts the simplest basics of logic, common sense, values, morals and human knowledge; Rather, it is under the law, and its mention will not exceed a few lines in the Audit Bureau’s report, then it will be forgotten and the minister and his ministry will return to prepare themselves for the next year’s budget and determine its spending by specifying the types of phones, cars, clothes and furniture they will buy, and even restaurants that will provide them with their meals.
Dear Reader; I hope you don't think too long about the report of the Audit Bureau, because looking and reconsidering the transgressions and violations contained in it, talking about them on occasions and queues, reading analyzes in newspapers and following them up in channels will only lead to the deterioration of your mental health and the collapse of your morale, by knowing how the trustee spends Your money and your children's money are subject to his desires and pleasures while depriving you of them and your lack of them, and instead of being preoccupied with the report and what is in it, it is better to raise your voice and go out to the streets to demonstrate calling for change, which begins first with a referendum on the constitution that was confiscated by those who you read about their transgressions in the report of the Audit Bureau and they stole it and stole with it your right to accept or reject it, as they stole your right to elections, and to overthrow them and bring others to charge them to formulate laws that protect you and protect future generations.
But if you are lazy about claiming your rights, it is better for you to occupy yourself with football, art, movies, or other hobbies. And leave the ministers, representatives and officials alone, your talk about them will not harm them as long as the law protects them.
The Audit Bureau report, from my point of view, is nothing more than a luxury that we do not need in our country, it is more likely to be a message to the outside world that the state’s supervisory institutions work and expose the executive institutions and reveal their transgressions, while in reality they are two sides of the same coin, Otherwise, what is the use of the tenth report if it was a duplicate of the first and second report and all the previous and subsequent reports? And where did the meaning of the word audit disappear from the name of the bureau, the source of the reports ?
If the reports were of more value than raising blood sugar levels and blood pressure among Libyans, they would have appeared since the first reports and we would have benefited from it, perhaps we even exceeded it and we no longer need it, but it is in fact a means by which the Audit Bureaus legitimize its existence, But it is in fact a means by which the bureau legitimizes its existence and justifies the relatively large salaries received by its bloated staff without achieving the desired result of fighting corruption and preventing it, Instead, it has become an annual ritual, through which Libyans discover every year who from the ministers bought more classy phones, more luxurious cars, and more expensive furniture, and discover through them, which officials are traveled more and spent more on travels, trips, and planes, and even any official who rendered the greatest services to his family, acquaintances and friends , Through it, we know how the officials are masterful in stealing and looting it, based on laws that protect them and protect their millions of spoils.
(Loose money teaches people to steal), our money is loose, our laws are loose and allow theft, and our good people, instead of demanding their rights, are satisfied with praying to God to provide the country with a (halal boy) to fix it, and the truth is that a (halal boy) if found, he will turn into a (great harami), as soon as he realizes that the piles of money piled up in front of him are unguarded and that he can take from them whatever he wants without falling into debt, Instead of praying to God to grant us a “halal boy” as if we were a girl about to get married,;
The first is to try to fix the situation by changing it, and changing it begins with removing the faces that have been at the forefront of the scene for years and reject change,,
the removal of unpleasant faces begins with elections based on a constitutional basis that gives the elected people the possibility to change and abolish primitive laws and issue laws that protect public money and secure the future of our future generations before the thieves who are protected by the law of the jungle steal it.
But if we content ourselves with reading the reports, their analyzes and interpretations, and talking about them and sticking with them; Nothing will happen and the situation will continue as it is, the real owner of the money - the people - is not interested in protecting it.
And the trusted official has secured the punishment, and he misdeeds the work, and after days and perhaps weeks we will have to turn the page of the Audit Bureau’s report for the year 2021 AD and return to the practice of burying our heads in the sand that moves under us, until the Bureau surprises us with the report of the year 2022 AD, we get busy with it for some time and forget about it and wait for the next, then the next, then the next, until a year comes in which the Bureau does not issue a report,
there are no violations or abuses in the right of public money, because it no longer exists in the first place, thieves stole it and stole the rest of the country, and left us crying like women over a country, we did not defend it like men.
